Rosetta Fox was born in Hebbardsville, KY, the daughter of Claude Fox and Nannie B. Barnes. She was living in Henderson, KY when she enlisted in the Army in Cincinnati, OH, according to her record in Ancestry. At that time, she was married to Sylvester Carter and working as a maid; the couple had married in 1942, one year before Rosetta enlisted in the Army.

Two years after her military service, Rosetta Fox Carter was divorced; she married Willie Baldwin in Orlando, FL September 6, 1947. Rosetta Fox Carter Baldwin died in Orlando and is buried in Washington Park Cemetery.
