Frances D. Paige was born in Lexington, KY, the daughter of Mary Smith and Harry Paige. In 1930 Frances, her father, and her siblings were all living with her aunt when the 1930 U.S. Census was completed. In 1941 it was noted in the "Colored Notes" of the local newspaper that Frances was seriously ill. She recuperated and in 1943, it was announced that Frances Paige had been accepted into the Army and would be doing her basic training at Fort Des Moines, IA.

Frances had enlisted in the Army in Cincinnati, OH, according to her record in the National Archives, Access to Archival Databases. In 1944, she and her brother were home on furlough. Two years later and not too long after her military service, Frances Paige married Leslie B. Rout. The couple lived in Chicago where Frances died in 1956. Her funeral services were held in Lexington, and she is buried in Greenwood Cemetery.
