Nellie Q. Payne was born in Virginia. She was enumerated in the 1940 U.S. Census when she was living in Ashland, KY with her aunt and uncle, Alfred and Margaret Hicks. Nellie Payne was employed as a maid in 1940. She had been living in Ashland since at least 1935. In 1943, she enlisted in the Army in Cincinnati, OH, according to her record in the National Archives, Access to Archival Databases.
