Frances B. Rollins was born in Wurtland, KY, the daughter of Irene Chillison and William K. Rollins. The Rollins family is enumerated in the 1920, 1930, and 1940 U.S. Censuses. Frances Rollins was employed as a maid in 1940. She was living in Russell, KY in 1942 when she enlisted in the WACs in Cincinnati, OH, according to her entry in the National Archives, Access to Archival Databases.

After her military service, Rollins married Luther G. Washington in Lawrence, OH on November 23, 1946. They lived in Ironton, OH, where Frances Berniece Rollins Washington died in 2005. She is buried in the Woodland Cemetery.
