Emma M. Harlow was born in Louisville, KY, the daughter of Fannie Anthony and James Richard Harlow, who were married August 30, 1913. They are enumerated in the 1920 U.S. Census, and later that year Emma M. Harlow was born.

Her parents separated sometime after 1920, and Fannie married Isaac Spencer in Indiana on June 2, 1929. The family is enumerated in the 1930 U.S. Census. Emma's name is given as Mildred Anthony. The family is also enumerated in the 1940 U.S. Census.

Emma M. Harlow enlisted in the Army in Cincinnati, OH in 1943, according to her record in Ancestry and the National Archives, Access to Archival Databases.
