Hawkins, Francine A. Taylor Coulter
(born: September 26, 1949)Born in Danville, KY, Francine T. Coulter was elected to the Danville Independent School Board in 1977. She was the first African American elected to the school board. Coulter was a stenographer with South Central Bell. She was also a decorator; she completed the Drapery Specialist School in Indianapolis, IN, in 1973. The Danville School Board appointed Francine T. Coulter to the Title IX (sex discrimination) Advisory and Grievance Committee in 1975.
