Harvey C. Russell, Sr. was born in Bloomfield, KY. He was Dean of Kentucky State College [now Kentucky State University] and president of West Kentucky Industrial College [now West Kentucky Community and Technical College] in Paducah, KY. He organized the first State Parent-Teachers Association and the first State Inter-High School Athletic Association. In 1930, Russell was appointed the associate investigator in the National Survey of Secondary Education at a salary of $5,000. The Russell Neighborhood in Louisville, KY, was named in his honor; the area has been recognized with a Kentucky Historical Marker [number 2017]. He is author of The Kentucky Negro Education Association, 1877-1946. He was the husband of Julia Jones Russell and the father of Harvey C. Russell, Jr., Bessie Tucker Russell Stone, and Dr. Randa D.
