Rosetta Fox was born in Hebbardsville, KY, the daughter of Claude Fox and Nannie B. Barnes. She was living in Henderson, KY, when she enlisted in the Army in Cincinnati, OH, according to her record in Ancestry. She was married and had been working as a maid. Her husband was Sylvester Carter, the couple had married in 1942, one year before Rosetta enlisted in the Army.

Two years after her military service, Rosetta Fox Carter was divorced and she married Willie Baldwin in Orlando, FL, on September 6, 1947. Rosetta Fox Carter Baldwin died in Orlando and she is buried in Washington Park Cemetery.
